Minutes 1-29-15: Gretchen asked to change the way the names were listed at the top because it appeared as if she participated via conference call. John/Christine made a motion to approve the revised DCC minutes of 1-29-15. So voted. Christine yes, John yes, Leon yes, Lenny yes, David yes, Gretchen yes and Tristan abstained. Motion carries. Dukes County Health Council (DCHC) Appointment Jacque Cage: Tristan/John made a motion to approve Jacque Cage to the Dukes County Health Council. So voted. All in favor. Motion carries. Review Appointment Process: Leon read the DCC a list of suggested questions for the Airport Commission candidates. A discussion was held. Gretchen had concerns that a couple of the questions were presumptuous and asked for the wording to change. (See file.) Dave said he had several questions that he would like to ask the incumbents. Christine said she thought the same questions should be asked of everyone. Gretchen said theres a greater responsibility for the incumbents having been on the inside of the organization to respond to the questions as part of their interview. Christine felt her involvement should be at a minimum. It was agreed to change wording of some questions and that Leon would ask all the candidates the same original questions. The Dukes County Commission members could ask follow-up questions. Managers Report: Point in Time Homeless Count: Martina said today is the date for the homeless count. Both newspapers and TV will be running an ad with information as to who people can contact if they have any knowledge of any homeless people. We have several volunteers to help with the count. Courthouse Windows: The Courthouse windows are done. Martina signed the lease amendment that includes the space that is currently utilized by the Trial Court and was not included in the lease. Center for Living Program and Building Purchase: Martina has attended many meetings with the Center for Living Board, Healthy Aging Task Force (HATF) and Towns Fin Coms trying to answer everyones questions and to get support for this project. FEMA Funding: Martina has contacted Rep .Bill Keatings office, Senator Wolfs office and Rep. Tim Maddens office to ask for assistance in securing approval from FEMA to fund moving the sand from Eastville beach to State Beach. Airport Commission Appointment Interview James Coyne: Jim Coyne participated via Skype. He gave a brief presentation of his qualifications. He has been an Airport Commissioner (AC) for the last six years. Leon asked why Jim wants to be an AC. Jim said the Airport is an important component of the Island. He believes the Airport is the most important transportation asset on the Island more important than the Steamship Authority. He believes he can help attain grant monies. He founded the Air Safety Program that is used throughout the US. The Airport has gone through a remarkable year with the Airport Manager, hed like to get it back on keel and would like to get the things fixed and put them behind him. Leon asked what is Jims view on the current communications at the Airport. Jim said the greatest surprise for him as an Airport Commissioner is that once he was appointed to the Airport Commission, he never had one single inquiry from the DCC. He felt the DCC had more important things to do than to talk to the AC. Jim said he felt the board had good communications over the last six years, but given the two new AC members with the litigation and because of advice from lawyers they felt that the new Airport Commissioners had a conflict. Leon asked how Jim would resolve conflict. Jim said it depends on the conflict. Nothing makes him more unpleasant than litigation. Its easier when you are a private citizen avoiding litigation. Leon asked him why the DCC should appoint him. Jim said he didnt know who else was being considered, if the DCC has somebody else better than him, thats fine. He has expertise and knows the history of the Airport. His relationship with Washington and the FAA helps. David asked as a member of the AC, did Jim vote to create the Litigation Subcommittee? Jim said yes and he is a member of that committee. David asked if Jim voted to file the lawsuit against the County. Jim said he thinks he did, hes not exactly sure which vote that was as there were many votes involved with litigation with the County. Jim is not sure which lawsuit David is referring to but he probably did. David asked if Jim knew how much the litigation has cost the Airport. Jim said he does not know how much it has cost. He hasnt seen the bills for that. Jim also does not know how much it has cost the County either. David asked if Jim was aware that the budget year ends on June 30th. Jim said yes, he is aware of that. David said that the Airport should close their books and send certain financial documents to the County by August 1st. Jim said he may have been told that, but it is not fresh in his memory. David said is Jim aware that the financial information due last Aug. 1st has just now arrived at the County and is over six months late? Jim said no he was not aware of that. David asked if Jim knows who is responsible for submitting that information to the County. Jim said as far as he knows the Airport Manager is responsible. Tristan asked while the Airport Litigation Subcommittee met for most of last year, was there a reason that for at least four months the Airport Commission did not meet. Jim said he believes that is not true, he remembers having Airport Commission meetings over the last six months and there was a period of time that the Airport was not able to get enough people together to have a meeting. Tristan said it was July, August, September and October. Jim said it is all public record if they met. Lenny said what does Jim perceive the general publics perception of the Airport is in general and the Airport Commission in particular. Jim said you have to decide which part of the population you are talking about. The General aviation pilots are frustrated that the fees are too high. In terms of the non-aviation users, as far has he can tell the tenants of the Airport Business Park are overwhelmingly satisfied; only one tenant has had litigation. Some union employees were troubled by the personnel issues. Anybody with business management has issues and if the employees have issues they have not brought it to him personally. The ordinary public reads the newspaper. Both newspapers have a different take on whats going on. General Aviation is in depression right now. Lenny asked what Jim thinks the general publics perception of the AC is. Jim said the ones that know him think hes doing a great job. People who watch the meetings on TV focus just on the Chairman and they have had three different Chairs in the meetings in the last year. Hes not the Chairman but he likes more cordiality in the meetings and some of the people watching the meetings on TV think the meetings have been too restrictive due to the personalities of the Chairman. Lenny said any thoughts on how to improve the perception. Jim said theres a learning curve for the Chairman and they are usually very nervous. It takes time to learn how to run a board meeting. Gretchen said she wanted to thank him for his service and can he explain the process on why the AC voted to renew a contract that wasnt due until July 2015. Jim said as he recalls, Seans contract specifies that the negotiations for its renewal would begin about a year before it ended. So the AC had to begin the negotiations and it had to be done ahead of time. Jim said it shouldve begun earlier and its what the Airports lawyers advised them to do. Jim asked to be notified by email as to what the DCC decides. Martina said the comment that Jim made that there has been no inquiries from the DCC is incorrect. The DCC has requested a joint meeting, which was denied by the AC. The DCC agreed to start next weeks meeting at 4:00pm. Meeting Calendar: Tristan/John made a motion to adopt the meeting calendar with the time change to 4:30pm. So voted. All in favor. Motion carries. Old Business: Leon said that there will be meeting on March 10th at 6:00pm at the MV Regional High School for residents with concerns about the Steamship Authoritys recent rate increases and he has been asked to moderate the meeting.
